During a consecration service on a Saturday evening a discussion arose among the men of God about the possibility of starting a College of Bishops. Due to their various life and church commitments, they parted ways before the conversation could continue.

Later Bishop Harris reached out to Bishop Upchurch for a meeting to revisit a discussion they had with Bishop Hayes several months earlier the two Bishops talked for hours, eventually bringing Bishop Hayes back into the conversation. Bishop Upchurch asked if they believed that both Apostles and Bishops should be represented at the table.

Bishop Hayes suggested that the table should resemble one used for fraternity members. Bishop Hayes added that it should include seasoned men and women of God who could help equip and train future Apostles and Bishops. As time went on, more calls were made, leading to the establishment of the Joint College of Apostles and Bishops known as Table 12.
